Governor Cuomo says his decision on schools will be based on infection rate. Says he will determine if environment is safe to open... not that a specific school will be safe. That has to be determined by districts, teachers, parents.
Governor Cuomo says parents are going to make the decision on whether kids go back to school regardless of his decision. "Just because I say the infection rate is low that doesn't mean parents are going to send kids back to school." Parents have to be comfortable with the plan.
